The restrictions for docking at Port Manatee are as follows.  However, please contact the agents for any vessel with a draft of 37’08 to confirm actual tidal restrictions, as they change daily.  
Tampa Bay Pilots guidelines and/or handling for recommendations for vessels transiting the main shipping channel:
Draft: To From Sea
Draft less than 30 ft docking or sailing anytime Greater than 35 ft requires slack water
Draft: Shifts to or from the north - Draft less than 27 ft  - Anytime
27 to 34 Ft – current 0.5 Knots or less Draft greater than 34 Ft - Slack water
There is no longer a 0.3 knot restriction in Manatee
Max LOA 900 ft; Vessels between 700 and 800 feet require less than 0.5 kt current anytime Vessels 800 ft and over require slack water for all movements
Only 1 vessel with draft greater than 36 ft per slack water movement

FEDERAL, STATE & LOCAL FILING REQUIREMENTS
 
96 Hours - advance notice of arrival required by USCG
72 Hours - The Harbormasters office requires a 72 hour minimum notice of a vessel arrival. Any time less than 72 hours will be considered short notice and could result in vessel's delay to berth.
48 Hours - advance receipt of crew list by Immigration for any vessel arriving from a foreign port, or arriving coast wise with detained crew.
24 Hours (minimum) - Foreign cargo must have manifest submitted to Customs & Border Patrol AMS.
24 Hours - advance fax of crew list and approved visitors required by Port Security Officer.
Port Security - All persons doing ship’s business within Port Manatee must have TWIC and a Port-issued ID Badge.  Someone not having one or both must be escorted.  Vehicles must have permanent company markings to be allowed onto any terminal.

1. Southwestern Atlantic (AL94):Showers and thunderstorms continue to show signs of organization in association with a tropical wave located near Hispaniola, the Turks and Caicos Islands, and eastern Cuba.  An area of low pressure is expected to form along the wave by tonight when it moves near the southeast Bahamas.  This low is expected to become a tropical
depression when it is in the vicinity of the central and northwest
Bahamas over the weekend, and then track northwestward or northward
over the southwestern Atlantic.
Regardless of development, heavy rains and gusty winds are ongoing
in the Dominican Republic, Haiti, and the Turks and Caicos Islands,
and are likely to spread across the Bahamas and eastern Cuba during
the next day or two. Interests in all of these areas should monitor
the progress of the system. While there remains considerable
uncertainty in the long-range track and intensity of the system,
there is a significant risk of wind, rainfall, and storm surge
impacts for a portion of the southeast U.S. coast early next week.
Interests in this area should also monitor the progress of the
system.
